The State: Theories and Issues (Political Analysis)

State of nature , in political theory, the real or hypothetical condition of human beings before or without political association. Many social-contract theorists, such as Thomas Hobbes and John Locke , relied on this notion to examine the limits and justification of political authority or even, as in the case of Jean-Jacques Rousseau , the legitimacy of human society itself. Visions of the state of nature differ sharply between theorists, although most associate it with the absence of state sovereignty. What Hobbes calls the first law of nature , for instance, is. In the absence of a higher authority to adjudicate disputes, everyone fears and mistrusts everyone else, and there can be no justice , commerce, or culture. That unsustainable condition comes to an end when individuals agree to relinquish their natural rights to everything and to transfer their self-sovereignty to a higher civil authority, or Leviathan. For Hobbes, the authority of the sovereign is absolute, in the sense that no authority is above the sovereign and that its will is law.

This article looks at the relationship between logistical power and the assemblages of sites that constitute modern states. Rather than treating states as centralizing institutions and singular sites of power, we treat them as multi-sited. They gain power by using logistical methods of problem solving, using infrastructures to enforce and depersonalize relations of domination and limit the autonomy of elites. But states necessarily solve diverse problems by different means in multiple locations. So, educating children is not continuous with governing colonies even though both are necessary to nineteenth-century states.

State formation is the process of the development of a centralized government structure in a situation where one did not exist prior to its development. State formation has been a study of many disciplines of the social sciences for a number of years, so much so that Jonathan Haas writes that "One of the favorite pastimes of social scientists over the course of the past century has been to theorize about the evolution of the world's great civilizations. Academic debate about various theories is a prominent feature in fields like Anthropology, Sociology, Economics and Political Science. A state is a political system with a centralized government, a military force, a civil service, an arranged society, and literacy. Though, there is no clear agreement on the defining characteristics of a state and the definition can vary significantly, based upon the focus of the particular definition.
