A large body of cross-country econometric research has investigated the possibility of a political resource curse, by which access to extensive natural resources reduces the extent of democracy and accountability. Dominant theories of the political resource curse focus on the political consequences of differences in the composition of government revenue, with greater reliance on non-tax revenue undermining democracy.

In its wider sense it includes all the incomes or receipts which a public authority may secure during any period of time. As such, receipts from public borrowings or public debt and from the sale of public assets are mainly excluded from public revenue. A fund raised through the various taxes is referred to as tax revenue.

What is Non Tax Revenue?

Local government revenue comes from property, sales, and other taxes; charges and fees; and transfers from federal and state governments. Taxes accounted for 42 percent of local general revenue in Intergovernmental transfers accounted for 36 percent of local general revenue in figure 1. Local governments include county governments, municipalities, townships, special districts such as water and sewage authorities , and school districts. Local governments received about 32 percent of their general revenue from state government transfers including indirect federal funds and 4 percent directly from the federal government. Meanwhile, housing-program transfers are about 40 percent of federal transfers to local governments.

Half of all federal revenue 50 percent comes from individual income taxes. The income tax is generally progressive: higher-income households generally pay a larger share of their income in income taxes than lower-income households do. Another 36 percent of revenue comes from payroll taxes, which are assessed on the wage or salary paychecks of almost all workers and are used to fund Social Security, Medicare Hospital Insurance, and unemployment insurance. By law, employers and employees split the cost of payroll taxes, but research has shown that employers pass their portion of the cost on to workers in the form of lower wages. Payroll taxes as a whole are regressive: they collect a higher percentage of total earnings from lower-income workers than higher-income ones. However, if one looks at the overall effect of Social Security, Medicare, and unemployment insurance — the benefits they provide as well as the taxes they collect — these programs are progressive.
